In Michigan, three levels of government undertake public improvements projects: local, county and state. Townships may construct water and wastewater systems, pay for road and street improvements and maintenance, construct local storm water management systems,develop parks and recreation facilities, and build public structures such as township halls, community centers, fire or police stations. Sometimes private developers construct public utilities and turn them over to the local government when completed.
The Public Improvements Act,
Public Act 188 of 1954, MCL 41.721, et seq., generally authorizes townships to construct public improvements and authorizes
special assessment districts.
The
Public Improvements Fund Act, Public Act 177 of 1943, MCL 141.261, et seq., authorizes the township board to create a fund or funds for the purpose of constructing, acquiring and maintaining public improvements or buildings.
